Jude, very good question. If I were answering on general level, I would say yes, no and/or maybe. But in terms of what the speaker is saying with this actual quote, the answer is no.

There is one Elf who is nearby but not particularly involved in what the quote is referring to. There is another Elf who is not nearby but could be said to be involved in what is being referred to.
