The Shire was established in around 1601 of the Third Age, so if it was before the events of LOTR and not in the appendices, it must be from the Second Age or earlier, unless it is from Of the Rings of Power and the Third Age (which I doubt). Here is the quote for the new page:

First Age, or before the awakening of the Elves (I think it must be the former but it is worth checking).

So, after checking the book, I'm 90% sure that it was spoken before the Two Trees were created.
