I hadn't seen that particular fan video using Star Trek images before sharing it, but the music comes from Shatner's 1968 album, The Transformed Man, which was issued in 1968. My mom used to have a copy, along with Two Sides of Leonard Nimoy, which came out the same year and featured "The Ballad of Bilbo Baggins." I don't know if we ever listened to it, and she's long since lost it, but Wikipedia tells me that it had six tracks. The first five tracks each consist of a dramatic monologue paired with a spoken version of a pop song. (The sixth, the title track, is an original composition.) "Mr. Tambourine Man" is matched to a passage from Edmond Rostand's Cyrano de Bergerac. One of his other covers is "Lucy in the Sky with Diamonds." Shatner did perform "Mr. Tambourine Man" live (probably lips-synced) on The Mike Douglas Show, but there's only a short snippet available on Youtube. I first heard it about 35 years ago on The Dr. Demento Show. Better known is Shatner's 1978 performance of Elton John's "Rocket Man" at the Saturn Awards.

"Performance" is one word. I can think of some other ones.

Pretty sure V keeps the manuscript on a shelf between the rods of five wizards and a pair of boots (of Spanish leather) many sizes larger than those he wears now.
