The characters in question were expected NOT to give up on friendship, but in the view of the person being spoken to were doing so.

Yes, and sort of. Suffice it to say that the person being spoken to thinks that he or she has reason to doubt the friendship of the group the speaker belongs to, and was not at all reassured.
