Is it a *significant* sentence?

Not said in Mordor, none of those verbs are the right one...

Significance is in the eye of the reader. I would say it is significant.

Maybe you could describe it as someone saying what he knows to be true, but wants it confirmed explicitly just to be sure.

And I can't...
Go?
Stop?
Wait?
Fail?
The dumbest thing I've ever bought
was a 2020 planner.

"Does anyone ever think about Denethor, the guy driven to madness by staying up late into the night alone in the dark staring at a flickering device he believed revealed unvarnished truth about the outside word, but which in fact showed mostly manipulated media created by a hostile power committed to portraying nothing but bad news framed in the worst possible way in order to sap hope, courage, and the will to go on? Seems like he's someone we should think about." - Dave_LF

Alatar, even though you got the verb wrong, I've got a feeling you might be thinking of the correct quote...

Aha, so it is related to Sam following Frodo? At the Grey Havens?

"And I can't follow" -->
"and I can't come with you"

AHA!

"And I can't come"

On September 21st, Frodo and Sam set out together. Sam thought he wast setting Frodo towards Rivendell to see Bilbo. But, of course, Bilbo (with Elrond and Galadriel) met them the next day and that is when Sam realized that Frodo was not going to Rivendell, but to the Havens.

Where are you going, Master?

To the Havens, Sam

And I can't come.

Was this spoken as a taunt/insult, or as a bit of friendly advice?

The meaning is entirely changed. It was just a statement of fact.

Is it said in Rivendell?
If there was anything that depressed him more than his own cynicism, it was that quite often it still wasn't as cynical as real life.

Nope. Further out from Rivendell, if we consider Shire as a starting point.
