The choice of the phrase "cone of silence" was almost certainly meant to be humorous. However, I find it extremely hard to believe he didn't really intend to convey that McCain would not hear Obama's questions.

Gotta be careful with the correlation/causation thing, though. Homeschooled children by definition have parents who are interested and involved in their lives, which is probably the more important factor. They also have teacher/student ratios of approximately 1 ;).
