It's a somewhat-famous-in-some-circles piece of marginalia from medieval manuscripts. There is a lot of that kind of art in them, and there are differing opinions on why and what it might 'really' represent.

The blankets have very fine fibers added to the wool from the thin cambium layer between the bark and the wood of the tree. Oh, Khorazir is a Tolkien artist (obv) but pretty sure they were on TORC back in the day. I follow their tumblr and they were doing a bunch of art for a new book coming out for the second age, I thought this might have been it.
