Assuming that is the answer (and it certainly is the quote that I thought of too), the correct answer to Inanna's question should certainly have been "Melkor".

No, the word in question is the real, absolute logical opposite to "say". "Ask" could probably be called a subset of "say". (In English, we don't "say a question", but in some languages you do)
