But the "it" in the original quote referred to Mordor, as in Saruman was doing Sauron's work all the time, and still was. Hence, even though Sauron was physically gone at this point, he was still arguably "a concern" at this point.

I have a quibble with this quibble. Frodo says that Saruman did Mordor's ("its") work even when he thought he was doing things for his own reasons. That could refer to the work he had done before Sauron fell. At the time the quote is spoken, Sauron was no longer a concern.

In any case, it would be confusing if Jude agreed that the quote referred to Sauron, because I would have assumed that Sauron is still very much a threat and gone looking somewhere in the Isengard chapters.
