I could have sworn there was a sentence about two towers grinning at each other. Maybe Gandalf to Saruman or Denethor?

And I have a vague memory of a sen....

You may be thinking of Frodo, speaking to Faramir about bringing the Ring to Minas Tirith: "Shall there be two cities of Minas Morgul, grinning at each other across a dead land filled with rottenness?"
