Is that a white wizard talking about a brown wizard to a grey wizard?

Yup
If there was anything that depressed him more than his own cynicism, it was that quite often it still wasn't as cynical as real life.

So, it must be this:
Radagast the Brown! Radagast the Bird-tamer! Radagast the Simple! Radagast the Fool! Yet he had just the wit to play the part that I set him. For you have come, and that was all the purpose of my message. And here you will stay, Gandalf the Grey, and rest from jouneys. For I am Saruman the Wise, Saruman the Ring-maker, Saruman of Many Colours!
And in retrospect, I should have said "a multicoloured wizard" rather than a white one.

Has translationparty stopped working for you folks in Firefox? I can only get it to work in Chrome now.

Need a hint?
Hidden text.
The first clause in the original is an instruction, not an infinitive. The word "abuse" does not occur.

Is the instruction given to hobbits?

If that last word were in the singular rather than the plural, I would have said yes.

To Frodo?

By Gandalf?

Is it Frodo to Merry, at the end of the Long-expected Party: ‘Lock the door, and don’t open it to anyone today, not even if they bring a battering ram.’

This one is fun. :D

One can be, to catch the cat and Kitty told him to escape.

Is that Frodo's song at the Green Dragon?

Frodo, however, is one of the ones being spoken of.

No, but something very similar.
