Honestly, I just wanted to make sure if it was right that I didn't accidentally snipe Frelga's win.

Elengil, that's what I assumed. :)

The quote is from Many Partings. Saruman is talking to Galadriel, not Frodo as I have thought.

:rofl: You have no idea how much I was wondering if I had somehow ended up with an unexpectedly edited edition as I could not for the life of me find that sentence anywhere in The Scouring of the Shire!!

Not directly, although logic suggests that she may be among those referenced.

Al, that's not the quote. The quote is much closer to the translation than that.
