Oh right, I misread that! I think its Shagrat and Gorbag in the tower of Cirith Ungol, but I'd need to check the quote. Something about the big Tark (Sam) still loose, and they caught the mouse but let the cat escape...
ETA: It was actually in the tunnel before they get back to the tower, and it was a kitten, not a mouse!
