ETA: But I think you have focused on the key word in the quote. Circle, however, doesn't refer to the Ring.

The pronoun is incorrect; the original quote is a first-person statement.

The speaker is not entirely an elf.

What I was trying to convey is that on the family tree, both Elrond and Elros are at the same degree of closeness to the speaker of the quote, but your interpretation would also be accurate.
