That same system is I believe a canonical example of the paradox where light fines lead to more of the undesired behavior (in this case, leaving your cart in the lot instead of returning it to the corral), because it lets people feel that they've paid for the right to do it.

I had some end-of-year time off from work and made a conscious decision to avoid online news during that period. Much to my unsurprise, I discovered during that time that I am better off without eX-Twitter, and haven't gone back.
